We’ve been told that almost half the affordable bond funds are being held by City Council and not assigned for projects.

Why is this? Do they not trust the Housing Authority people they put in charge?
We’ve also heard CC members say they can'’t control or influence the Authority. How can that be when they approve the appointments?
