[Durham INC] SCAD?

Thanks Tom. I'm going to plead my ignorance here but I am not sure that I
know what it means for something to fail in a planning commission vote. I
believe the PC is purely advisory correct? So does this mean that SCAD
could still move to a city council vote soon?
