The Durham Sports Commission continues to explore the possibility of
building a multi-purpose sports complex in Durham. As the Durham Sports
Commission continues this exercise, they are seeking input from the
community to help inform the process. The survey will take approximately
10-15 minutes. Please answer each question to the best of your ability. The
survey will close on Sunday, October 9, at 11:59pm. The survey results will
be shared by the applicant in future private and public presentations.

*Durham's New Comprehensive Plan Update*

Durham is working on a new Comprehensive Plan, a long-range vision for our
community! The Comprehensive Plan guides what can be built where in Durham.

The final public hearing on the new Comprehensive Plan was held Thursday,
August 31, before the Board of County Commissioners and the City Council.
The plan will now be brought to each elected board for adoption,
anticipated for the October 9 Board of County Commissioners meeting and the
October 16 City Council meeting.

*Related Unified Development Ordinance (UDO) Rewrite*

As the adoption process for the new Comprehensive Plan is coming to a
close, this work is beginning to transition towards what’s next -
implementing the new Plan!

One specific way the Actions in the Comprehensive Plan lead to implementing
the Plan is by recommending changes to the Unified Development Ordinance
(UDO). The UDO is a legally binding set of rules that regulates how
physical development of land is allowed in both the City and County. It is
called a “unified” development ordinance because it includes regulations
for a variety of things including zoning and subdivision of land. This is
important because when an idea in the Plan is adopted into the Unified
Development Ordinance, it becomes law that developers and property owners
must follow. The Comprehensive Plan includes nearly 30 different actions to
review and revise different regulations in the UDO.

Planning staff anticipated this work and has begun the process to hire
support for this massive task, both for community engagement around this
effort and for the technical work of creating new regulations. A technical
consultant, Code Studio, is now under contract to assist with this work. It
is anticipated that the UDO rewrite process will occur over approximately a
year and a half before it would begin the public hearings and adoption
process. Much of the initial work by Code Studio will be a review and audit
of the existing UDO. While the technical consultant begins this background
work, staff is in the process of selecting a community consultant to work
with staff and Code Studio, with a particular focus on equitable engagement
and engaging historically underrepresented communities.

Further updates on this work will be forthcoming as the transition from
Comprehensive Plan adoption to implementation progresses. In the meantime,

*Updated Planning Fees Effective on July 1, 2023*

The new *Planning Fee Schedule* has been published to the City website at
https://www.durhamnc.gov/DocumentCenter/View/34642/Development-Services-Fees-and-Payment-Menu-Effective-July-1-2023-PDF
.

Changed fees are highlighted in light gold and the actual changes have red
type.
Changes include the following:

   - All notice fees for newspaper, signs, and letters have been increased
   due to increased costs. Please note that extra signs are now $130 each.
   - Most fees that had dollars with extra cents in the past because of the
   4% technology fee have been rounded off to the nearest dollar. This
   excludes certain Temporary Right-of-Way Closure fees that must remain at
   exactly 4%.
   - Rezonings with Textual Development Plans for more than 5 acres have
   been broken out to 6-10 and more than 10 acres.
   - Minor Certificates of Appropriateness (COAs) are now $42 and there are
   new categories for major COAs. Please contact Preservation at DurhamNC.gov
   if you have questions about COA fees.
   - Please contact TemporaryClosures at DurhamNC.gov if you have questions
   about temporary right-of-way closure fees.

*Temporary Updates to Review Timeframes*

Due to the vacancies within our organization, Durham Development Services
has temporarily revised review timelines for several review processes.
These extended timeframes will allow us to provide and meet clear
expectations for when comments or approvals will be distributed to
