[Durham INC] Early voting update

I took a training from You Can Vote the other day about helping people
register and vote.

The kernel I learned is this: If a voter does not have an ID that is
authorized (most employment and all college IDs are acceptable), they can
go to the poll and fill out a form that explains why they do not have a
picture ID. The form includes a long list of reasons that are acceptable
including health problems, transportation, and more.

So if anyone is concerned that they will not be able to vote, please tell
them the ID thing isn't as terrible as we thought. We should encourage them
to go vote.
