Small developments don't need a traffic impact analysis (the lower limit should be lower, IMHO. It's at least 100 trips per hour -- I could look it up), so you'd probably need to be putting in something like American Tobacco to have this apply to re-development.  

Neighbors aren't allowed to comment on traffic because they aren't "qualified."  Consultants who do the study, in our experience, routinely "make adjustments" (polite for "cheat") -- for example, doing their study the week the students aren't here.  If problems come up after the approval, the options are:
* Tax-payers pay for the fixes 
* Piles of extra costs for the developer (not exactly the certainty they are looking for)
* We just get along with unsafe roads

The root cause is that on this, and other things, the state hasn't funded enough people to do the work on time.  If you want to fix the problem, put the funds into getting the review done more quickly.
