Introductions – President Bill Anderson opened the meeting.  Members 
introduced themselves.  Thanks to Ginny Shalski for providing agendas.

UDO Committee – The committee went over areas for potential improvements in 
the current UDO draft.  If anyone wants the 30-page analysis, please contact 
Pat Carstensen. On August 29, there will be a joint City-County hearing.

Yard Waste – Committee is meeting first Tuesday at 6 PM, Conference Room A.  
Have representation from Districts 1, 4, and 5.

City Manager – Unclear notes.

Citizen Oversight of Bond Spending – The resolution passed unanimously.  See 
Attachment A.

Cars in Yards – Attorney and Planning are working on authority and direction 
for ordinance.  UDO may be helpful.  They will report back in September.


Attachment A: Citizen Oversight Committee

Whereas

There is considerable dissatisfaction with the failure of earlier bond 
referendums to cover all the promised projects, and

Unpredictable changes in costs are making it harder and harder to plan 
perfectly, and

Citizen involvement generally improves results and increases public 
satisfaction,

The InterNeighborhood Council of Durham resolves that City Council should 
create a Citizen Oversight Committee for spending the proceeds of the 2005 
bond referendums and appoint members to the committee before the election in 
November.
