Raleigh instituted (or really just started to enforce) their
laws/ordinances about carts left on curbs after waste removal has taken
place this year. The fine is $50.00.

How may of those do you think it would take before it changed someone's
behavior? Don't want to pay the fine? See you in court. And then you get
to add the prosecution fees to it. A simple digital photo would be all one
would need as evidence it would seem.

Laws/ordinances are created for reasons. They are enforced for the same
reasons they were created.  I do believe you can change behavior by
hitting the person you wish to change where it hurts; in the pocket book.

I know I could pay myself a handsome salary just in my neighborhood
enforcing the ordinance with fines. I drive through my neighborhood every
week and play a game just to see what my check would be this week for
fines from carts having been left out. It's a $50K/yr job just in my
neighborhood! No telling what it might be citywide. It might even cause me
to have to hire more people just to hand out the fines. Maybe I could get
the meter reader folks to sub the job out since they're out in the hoods
already. Or maybe the postman. Looking at the carts in this way even
creates jobs at no real cost except to the violators.

I liked Melissas' neighborhood resolution of the fines going to the
neighborhood association. But that must be in the restrictive covenants of
that neighborhood.  We couldn't get away with it over here because we
don't have them.
