[Durham INC] Housing Code Violations

I don't suppose NC law will support this, but in Cleveland, a judge is ordering the owner of a run-down house to pay restitution to its neighbors.http://www.npr.org/templates/story/story.php?storyId=129108026
Looking at houses for sale around here, the one next to the moonscape of a new development increased in value by $7K, the one in the same development but next to greenspace increased by $70K (note, neither of these houses has sold yet).  I suppose it would be a REAL stretch to get restitution for this.
