[Durham INC] New bike connectivity initiative

There is a new plan to connect up some different pieces to make a Triangle-wide bike commuter system.  For Durham County, the main effect would be making it easier to get from South Durham to Chapel Hill.  I'm not sure how this fits into the various bike plans that people have put years of work into, but it would give the Triangle the biggest network in the Southeast.
