Durham Hosts Fair Housing Conference April 21
Free Conference Open to the Public; R.S.V.P. Required by April 19
What: Durham Hosts Fair Housing Conference
Who: City of Durham Human Relations and Community Development Departments as well as the Durham Housing Authority

Fast Facts:
· For many years, the obligation to 'affirmatively further fair housing' (AFFH) lay dormant, and the U.S. Department of Housing and Urban Development (HUD) did not challenge the AFFH certifications of cities and counties that received Community Development Block Grant (CDBG) and other federal funds. As a result, billions of federal dollars have been spent reinforcing segregated housing patterns. False Claims Act litigation against Westchester County, New York, secured a landmark settlement agreement, and revived HUD's interest in enforcing the AFFH and other civil rights obligations of recipients.
· In honor of April as Fair Housing Month, registered attendees to this one-day conference will learn about developments since the Westchester case as well as how participants can use AFFH in their own communities to dismantle segregation and expand housing choices.
· Seminar Agenda:
o 8:45 a.m. to 9 a.m. ― Welcome and Greetings by Delilah Donaldson, interim director of the City's Human Relations Department; City Council Member Michael Woodard; and Deputy City Manager Keith Chadwell.
o 9 a.m. to 10 a.m. ― "Affirmatively Furthering Fair Housing: The Vision for Healthy Communities," by Dave Youngblood, fair housing and equal opportunity director with the HUD Greensboro District Office.
o 10 a.m. to 11:30 a.m. ― "Using the Fair Housing Act to Forge More Racially and Economically Integrated Communities," by Attorney Michael Allen, who co-counseled the Westchester County, New York landmark case.
o 1 p.m. to 2:15 p.m. ― "What Durham is Doing to Affirmatively Further Fair Housing" Panel Discussion including Delilah Donaldson, interim director of the City's Human Relations Department; Willie "Sonny" McMahand, chief operating officer of the Durham Housing Authority; and Mike Barros, director of the City's Community Development Department.
· This conference is free and open to the public and lunch will be provided to registered attendees only. Attendees are asked to pre-register to attend the conference by Tuesday, April 19, 2011, at (919) 560-4107, ext. 24240.
