Of course, like a lot of surveys, it makes it hard to express your uneasiness about the survey itself, which doesn't seem to admit the idea that a lot of so-called economic development is better for the developer than the local economy.

County Announces Strategic Planning Process
County Seeks Citizen Input to Complete the Strategic Planning Process.  

July 12, 2011

Durham, NC - Durham County Government has stepped boldly into a strategic planning process that will engage citizens and employees and officials of Durham County Government.  The Durham Board of County Commissioners is slated to adopt the plan in February 2012, but between now and then much work will be done by residents, employees and elected leaders to craft a document that will guide Durham County for years to come. 

 
"The final document will be a specific plan with key goals, objectives and specific initiatives that will be carried out," said Michael Ruffin, county manager for Durham County Government.  "The end goal is to improve how Durham County serves the community."
 
An early step in the strategic planning process took place in the winter of 2011, when the Durham Board of County Commissioners established a new mission and vision for the County.  
 
The new mission and vision are: 
 
Mission:  Durham County provides fiscally responsible, quality services necessary to promote a healthy, safe and vibrant community. 
 
Vision:  Durham County - a thriving, vibrant, diverse community with abundant opportunity for all residents to live, work, learn, play and grow.  
 
The commissioners and county officials now encourage Durham's citizens to participate in the planning process that will lead to the official adoption of a strategic plan.  Citizens are urged to offer their input by completing a short survey on the Durham County Government's Strategic Planning Process website.  The brief survey is designed to gather critical information from citizens about how they would like to see the County provide services.  
 
The strategic planning process is guided by a timeline to meet the February 2012 deadline.  Major steps in the process include: 
 
Strengths, Weaknesses, Opportunities and Challenges analysis.Town hall forums, scheduled for early November.Drafting of the plan document for consideration by the Board of County Commissioners.

About the Strategic Planning Process
In late 2010, the Durham Board of County Commissioners began working with local consultant Dr. Tyrone Baines to establish plans for the future of Durham County.  While planning, the BOCC molded a new mission and vision for the County and agreed that the adoption of a strategic plan for the organization is necessary to optimize Durham County Government services for our residents.  Durham County Government has hired Zelos, Inc. of Midlothian, VA as facilitators of the City of Durham's Strategic Plan to guide the methodology and timeline of a strategic planning process.
