You're correct in theory.  However, if the individuals directly involved want actual results, instead of a lot of pointless meetings, this matter would be best served by them meeting with the State-level officials.

Local elected officials are worked to death - and frankly, until we start paying local officials a lot more for their time, we as citizens should accept a bit more independence in our problem-solving.

That's my final 2-cents on all local matters, not necessarily this instance.
