[Durham INC] Bad news on billboards

As background, NC DOT initially issued really bad rules on local control of billboards, we complained and the rules got improved, the billboard industry then went whinging to the NC-General-Assembly-dominated (that is, industry-friendly) Rules Commission, which sent the rules back to NC DOT.  The rules the industry wants are now back for approval by the Rules Commission.

So the current proposed rules on local control of billboards are at https://www.ncdot.gov/about-us/how-we-operate/policy-process/rules/Documents/19a-ncac-02e-0204.pdf.

The Sierra Club lobbyist is not hopeful that public comment will make any difference to the Rules Commission.
