[Durham INC] Update on EHC (incl. small house/small lot) permits & demolitions

Thank you for your suggestions. I focused first on the selling price of the
new developments, specifically single family dwellings (SFD). One caveat -
the city's dataset only contains the price of the most recent sale, no
historical data, so if a property was (for example) sold in 2019 and then
sold again in 2020, this plot would not contain any information about the
2019 sale.

In this plot I've attempted to show:

   1. The 30-day rolling median sale price for all sales of all single
   family dwellings - *the blue line*
   2. The 30-day rolling median sale price for all sales that seem to be
   new construction (involves some guesswork of comparing new construction
   permits to sale date) - *the orange line*
   3. The sale price of all single family dwellings that involved an
   EHC-allowed new construction permit (i.e., hopefully all new small
   house/small lot single family homes) - *the red dots*

Apologies if some of the text is small; depending on how you view your

Will try to get to some of the other requests, though some may not be
possible (e.g., figuring out what the previous use of the property was,
since I don't have historical data).
